There is no legal definition of "clean beauty"
Start here, because it's the foundation of every other point: "clean beauty" is not a regulated term. There is no government agency in the United States, the European Union, the UK, Canada, Australia, or any other major market that defines what "clean beauty" means or audits products against a standard.
What this means in practice:
- Any brand can call itself "clean beauty" without verification
- Each brand defines "clean" with its own ingredient blocklist
- The blocklists rarely match between brands
- An ingredient banned by one "clean" brand may be celebrated by another
- Retailers (Sephora, Credo, Whole Foods, Target) have their own "clean" definitions that overlap but differ
Sephora's Clean at Sephora seal, for example, requires products to be free of a specific list of about 50 ingredients. Credo Beauty's "Dirty List" includes over 2,800 ingredients. The Environmental Working Group (EWG) has its own database with different criteria. The Soil Association in the UK has different criteria again. None of these definitions are wrong — but they're not the same.
When you see "clean" on a product, you're seeing a marketing claim. Sometimes that claim is supported by a specific retailer or certification's definition. Often it's just a word the brand chose to use.
Where the clean beauty movement came from
Understanding the clean beauty movement requires understanding what it was responding to.
Two legitimate concerns drove the early movement, starting in the late 2000s and accelerating through the 2010s:
Lack of ingredient transparency
For decades, beauty brands listed "fragrance" or "parfum" on packaging as a single ingredient that could legally contain dozens of undisclosed chemical components. Some of these were known allergens or potential endocrine disruptors. The trade-secret exemption protecting fragrance formulas was a real transparency problem.
Slow regulatory updates
US cosmetic regulation under the FDA hasn't been substantially updated since the 1938 Federal Food, Drug, and Cosmetic Act. The EU has been faster (updating its Cosmetics Regulation with ingredient restrictions and bans), but the US has lagged significantly. Some ingredients banned in EU cosmetics remained legal in US cosmetics for decades.
These were genuine concerns. The early clean beauty movement was, in part, a consumer reaction to legitimate gaps in regulation.
But the movement grew well beyond its original scope. As "clean" became a marketing category worth billions of dollars annually, the definition expanded to include ingredients with no meaningful safety concerns. Marketing imperatives reshaped what "clean" meant, and the movement increasingly emphasized fear-based claims about ingredients that scientific consensus considers safe.
The clean beauty movement has done some legitimate good — pushing for ingredient transparency, restricting some genuinely concerning ingredients, creating space for plant-focused brands. It has also propagated significant misinformation, fear-marketing safe ingredients, and capitalized on consumer chemistry illiteracy. Both things are true at once.
The "free from" marketing playbook
"Free from" marketing — where a product prominently advertises what's NOT in it — is the dominant clean beauty technique. It works through implication:
- Brand prominently labels product "Paraben-free!"
- Consumer assumes parabens must be dangerous if brands are bragging about excluding them
- Brand never directly claims parabens are dangerous (avoiding regulatory issues)
- The implication does the work the claim couldn't
The pattern is so common it has a name in marketing literature: "fearonomics." Selling the absence of an ingredient is a way to imply danger about that ingredient without making a claim a regulator could challenge.
"Free from" labels you've likely seen:
- Paraben-free
- Sulfate-free
- Silicone-free
- Phthalate-free
- Mineral oil-free
- Aluminum-free
- SLS/SLES-free
- PEG-free
- EDTA-free
- Fragrance-free or "no synthetic fragrance"
- "No toxic ingredients" (vague and undefined)
The question to ask about each: is there actually evidence this ingredient is harmful at cosmetic-use concentrations? For most items on this list, the answer is no.
The most-vilified ingredients (and what the science actually says)
Six of the most commonly excluded ingredients, with the actual regulatory and scientific consensus:
Parabens (methyl-, ethyl-, propyl-, butylparaben)
Synthetic preservatives used since the 1920s. The endocrine-disruption concern traces to a 2004 UK study that detected parabens in breast cancer tumors. The study did not establish causation, and subsequent reviews by the FDA, the EU's SCCS, Health Canada, and the Australian Department of Health have concluded parabens are safe at the concentrations used in cosmetics (typically under 0.4%).
The EU has restricted certain longer-chain parabens (propyl and butyl) as a precautionary measure, but methyl- and ethyl-paraben remain widely approved. The widespread "parabens are toxic" narrative is not supported by current regulatory consensus.
Sulfates (SLS, SLES)
Sodium lauryl sulfate and sodium laureth sulfate are cleansing agents that create foam. They can be drying or irritating for some people, especially those with eczema or very sensitive scalps. They are not carcinogenic, are not banned by any major regulator, and are not "toxic" by any rational measure.
If sulfates irritate your specific skin or scalp, choosing sulfate-free products is reasonable. If they don't bother you, there's no reason to avoid them.
Silicones (dimethicone, cyclomethicone, etc.)
Synthetic polymers used for smoothness, slip, and barrier properties. The "silicones suffocate skin" claim is a myth — silicones don't form an occlusive seal that prevents skin function, and skin doesn't "breathe" through its surface in the way the myth implies.
Silicones in hair products can accumulate and require occasional clarifying shampoos, which is a styling consideration rather than a safety one. Environmental concerns about silicone biodegradation are legitimate but limited compared to other chemicals.
Mineral oil and petrolatum
Petroleum-derived occlusives that lock in moisture. The "carcinogen" concern refers to industrial-grade mineral oil; cosmetic-grade mineral oil is highly refined and considered safe by every major regulator. It's used in baby skincare products globally and has been for decades.
Some people prefer plant-based occlusives for sustainability or personal-preference reasons. As a safety matter, cosmetic mineral oil and petrolatum are well-studied and consistently rated safe.
PEGs (polyethylene glycols)
Used as emulsifiers, solvents, and thickeners. The "PEGs may be contaminated with 1,4-dioxane" concern is real but addresses contamination from outdated manufacturing processes. Modern manufacturing eliminates these contaminants, and reputable brands purify PEGs to remove them. PEGs themselves are not toxic.
Aluminum in deodorant
The aluminum-and-breast-cancer hypothesis has been investigated and not established. The Alzheimer's-aluminum hypothesis is similarly weak. The current Cancer Research UK and American Cancer Society positions are that there's no convincing evidence aluminum antiperspirants cause cancer.
Aluminum-free deodorants exist and work fine if you prefer them. They generally don't reduce sweating the way aluminum antiperspirants do, which is a functional consideration. The "aluminum is dangerous" framing is not supported by current evidence.
"This ingredient appears on Wikipedia with safety concerns" is not the same as "this ingredient is dangerous at cosmetic-use concentrations." Almost any substance, including water and salt, has some hazard profile at extreme concentrations. The relevant question is whether the ingredient is safe in the amount and form used in your specific product. For the ingredients above, the regulatory and scientific consensus is: yes, they are.
Is clean beauty actually safer for your skin?
This is the question that matters most, and the answer is: not inherently.
A "clean" product is defined by what it doesn't contain, not by whether what it does contain works well or is gentle. Specific consequences:
Some "clean" products use less effective preservatives
Without traditional preservatives like parabens, brands often substitute alternatives that may be less effective at preventing microbial contamination. The result can be products with shorter shelf lives, higher risk of contamination after opening, or reliance on stronger natural preservatives that themselves can be irritating.
"Natural" doesn't mean gentle
Many plant-derived ingredients are common allergens: essential oils (lavender, citrus, tea tree), botanical extracts, plant proteins. Sensitive-skin sufferers often react to "clean beauty" products more than to well-formulated conventional ones because plant ingredients are frequently among the strongest sensitizers.
Effective actives can be excluded
Some genuinely effective ingredients — chemical sunscreens, certain retinoid derivatives, some preservative systems — have been excluded from "clean" lists despite strong safety profiles and proven effectiveness. The result can be products that work less well than conventional alternatives.
"Clean" formulations are often more expensive
The clean beauty premium is real. You often pay more for "clean" products without getting better results, just different ingredient choices.
None of this means clean products are bad. Many work very well. It means "clean" status doesn't tell you whether a product works for your skin. The label is independent of the formula's quality.
The fragrance debate — the most legitimate concern
If there's one clean beauty concern that holds up under scientific scrutiny, it's fragrance.
Here's why:
- Fragrance is a known allergen. The most common cause of contact dermatitis in cosmetics is fragrance — including both "natural" essential oils and synthetic fragrance compounds.
- "Fragrance" or "parfum" hides ingredients. A single fragrance can contain dozens of chemical components, none individually disclosed. This makes it hard for sensitive consumers to identify and avoid specific allergens.
- Some fragrance components have documented health concerns. Certain phthalates used as fragrance fixers have endocrine-disruption evidence stronger than the parabens story. Some have been restricted in the EU.
- Fragrance often serves no skincare function. Unlike preservatives or emulsifiers, fragrance adds nothing to a product's effectiveness — it's there for aesthetic experience.
If you have sensitive skin, eczema, rosacea, or contact dermatitis history, choosing fragrance-free products is genuinely supported by evidence. This is the one "free from" claim that holds up best.
The caveat: "unscented" is not the same as "fragrance-free." Unscented products may contain masking fragrances that neutralize odor but still contain fragrance ingredients. True fragrance-free products will list no fragrance, parfum, or essential oils on the ingredient label.
Greenwashing patterns to watch for
Greenwashing is the practice of using environmental or "natural" marketing without supporting evidence. Common patterns in beauty:
Earth-toned packaging
Cream, beige, muted green, kraft paper aesthetics suggest "natural" status without making any verifiable claim. The packaging design does marketing work the ingredient list might contradict.
Botanical imagery and language
Leaves, flowers, water droplets, and language like "pure," "gentle," "from nature" suggest plant-based formulation. The actual ingredient list may be predominantly synthetic.

Vague language without certification
"Eco-friendly," "environmentally responsible," "naturally sourced" — none of these terms have regulatory definitions. Without specific third-party certifications, they're brand-applied marketing without verification.
"Free from" claims for ingredients the product never contained
"Mineral oil-free face oil" — face oils generally don't contain mineral oil. This is the equivalent of advertising milk as "gluten-free." It implies the absence is meaningful when it isn't.
Selective focus on a single attribute
A brand may emphasize one "clean" credential (e.g., "vegan!") while the product is otherwise indistinguishable from conventional alternatives or has problems on other dimensions.
Use ingredient-checker tools like INCIdecoder, SkinSort, or Yuka to look up specific ingredients without the marketing layer. These tools cite original safety data and let you make decisions based on actual evidence rather than brand claims. EWG's Skin Deep is widely cited but uses a precautionary rating system that flags many safe ingredients as concerning — useful as one input among many, not as the final word.
The honest case for clean beauty
To balance the skeptical analysis above: there are legitimate reasons clean beauty exists and has been useful.
Pushing transparency forward
The pressure from clean beauty advocates has accelerated ingredient transparency across the industry. More brands now disclose fragrance allergens. More brands publish complete ingredient lists. This is a genuine improvement.
Restricting some genuinely concerning ingredients
Certain phthalates, some formaldehyde-releasing preservatives, certain fragrance allergens, and some heavy metals have faced increased scrutiny and restriction partly because of clean beauty advocacy. These are real improvements.
Creating space for plant-focused brands
Many brands that started as "clean beauty" have developed genuinely interesting plant-based formulations that perform well. Some innovation in this space is real.
Supporting consumer agency
The clean beauty conversation has made consumers more aware of ingredient lists and more willing to research what they're using. This is broadly positive even when specific claims are overblown.
For people with specific allergies or sensitivities
"Clean" products with shorter ingredient lists can be useful for people with multiple allergies or very sensitive skin — not because they're inherently safer, but because they have fewer variables to test against.
None of these legitimate benefits requires accepting the fear-marketing version of clean beauty. The benefits and the misinformation are separate phenomena.
How to shop smarter than the labels
Five practical principles:
1. Look at the ingredient list, not the front label
Front labels carry marketing. Ingredient lists carry information. Read the latter.
2. Match formulation to your skin, not to marketing categories
"Does this product contain ingredients that work for my skin type and concerns?" is the relevant question. "Is this marketed as clean?" is not.
3. Trust regulatory consensus over marketing claims
If the FDA, EU SCCS, and Health Canada all agree an ingredient is safe at cosmetic concentrations, the burden is on the "this is dangerous" claim to provide stronger evidence than that consensus.
4. Use specific certifications for specific claims
If "vegan" matters to you, look for The Vegan Society certification. If "cruelty-free" matters, look for Leaping Bunny. If organic matters, look for USDA Organic or COSMOS. Use specific certifications for specific claims, not generic "clean" labels.
5. Recognize that no single label tells you everything
A product can be effective without being clean, clean without being effective, vegan but not gentle, gentle but not vegan, natural but allergenic. The labels capture single dimensions. Real product evaluation requires looking at multiple dimensions independently.
The bottom line: "Clean beauty" has no legal definition, varies wildly between brands, and is mostly built on marketing claims about ingredients that current science considers safe. The fragrance concern is the most legitimate; most other "free from" claims (parabens, sulfates, silicones, mineral oil, aluminum) are marketing rather than science. The clean beauty movement has driven some real improvements in ingredient transparency. It has also propagated significant misinformation. Buy products based on whether they work for your skin and whether their ingredients suit your needs — not based on the marketing category they sit in. The label "clean" tells you what a brand wants you to believe. The ingredient list tells you what you're actually putting on your skin.
